BILL NUMBER:S7432
Title of bill
An act to amend the agriculture and markets law and the general business law, in relation to veterinarian examination
Purpose or general idea of the bill
To require a veterinary examina- tion of all cats prior to their sale to determine if the animal has any adverse medical conditions.
Summary of specific provisions
Section one amends subdivision 5 of section 401 of the agriculture and markets law, as amended by chapter 110 of the laws of 2012.
Section two amends section 753-a of the general business law, as amended by chapter. 110 of the laws of 2010.
Section three sets forth the effective date.
Justification
This bill will fix a longstanding and unintentional loophole in the pet dealer law relating to cats. Current law does not require cats to be examined by a veterinarian prior to sale; the law only covers dogs. This bill is designed to ensure that animals purchased in New York State do not suffer from serious, life-threatening medical conditions, the treatment of which can cost many thousands of dollars. The veterinarian examination guarantees that any medical condition, congenital or otherwise, is disclosed to the consumer and/or treated.
Prior legislative history
