BILL NUMBER:S7564

Title of bill

An act to amend the economic development law, in relation to establishing a cross regional small business partnership program

Purpose

To foster partnerships between small businesses from different regions of NYS for the purpose of allowing those businesses to grow and create more New York jobs.

Summary of provisions

Amends subdivision 11 of section 134 of the Economic Development Law by adding a new subparagraph c.

Justification

This legislation comes from current needs in the Metropolitan Region of New York State where small food businesses are booming and need processors to grow their business to the next level from home based to a larger market. Unfortunately, these businesses where going out of New York State to food processors in Pennsylvania and other neighboring states instead of going to upstate New York where large food processors are located, have fully functioning facilities, manpower, and the ability to run 24 hour operations. The problem is that new business owners do not know of the opportunities of other regions within our State. New York needs to correct this deficiency by having a cross regional small business partnership program that works to connect regions that can mutually support each other. We need to foster natural relationships between our urban area businesses with upstate and western New York thus strengthening our locally grown and manufactured products. We do not want businesses leaving our State. Encouraging self sustaining economies within the State will create a diversity of jobs for our residents.
