BILL NUMBER:S7650
Title of bill
An act to amend the mental hygiene law, in relation to the heroin and opioid addiction wraparound services demonstration program; and providing for the repeal of such provisions upon expiration thereof
Purpose
To create a demonstration program to provide wraparound services to adolescents and adults who have entered and successfully complete treatment programs.
Summary of provisions
Section 1 amends the public health law by adding a new section 22.13 which requires the commissioner of the department of health in consultation with the office of alcoholism and substance abuse services and office of mental health to create a wraparound services demonstration program which will provide these services to adolescents and adults for nine months after the successful completion of a treatment program. These services shall be in the form of case management or referral services and include but not limited to:
* Education; * Peer to peer support groups; * Social services and family services and counseling; * Employment support and counseling; * Transportation assistance; * Medical services; * Legal services; * Financial services; and * Childcare services.
Section 2 is the effective date.
Justification
Wraparound services generally refer to a complete and comprehensive method of providing services to have the greatest impact on the individual who is receiving such services. This legislation would require the office of alcoholism and substance abuse services to expand their existing case management services and to build relationships in communities across the state to provide services that will allow for them to provide services to their clients that will greatly improve their quality of life and greatly reduce the likelihood of a person relapsing.
