BILL NUMBER:S7653
Title of bill
An act to amend the education law, in relation to health education regarding alcohol, drugs, tobacco abuse and the prevention and detection of certain cancers
Purpose or general idea of bill
To educate students regarding illegal opiate and opioid drug use.
Summary of specific provisions
Section one amends subdivision 3 of section 804 of the education law, as amended by chapter 674 of the laws of 2004 to include that instruction regarding alcohol, tobacco and other drugs in the secondary schools curriculum shall include but not be limited to age-appropriate instruction on the dangers of illegal drug use and the addictive and destructive behavior associated with opiate and opioid drug use. The commissioner, in collaboration with the commissioner of health, shall develop guidance for school districts and provide resources and materials to assist in the development of a drug prevention program as part of the health education curriculum in secondary schools.
Section two sets the effective date.
Justification
Addiction to heroin and other opioids has quickly become an epidemic that is ravaging our communities. According to reports, heroin-related deaths in New York State have more than doubled from 215 in 2008, to 478 in 2012. Of those, heroin has killed 121 people in Nassau and Suffolk county alone in 2012.
Without question, the dramatic escalation in heroin and opioid abuse poses a clear and present threat to the health, safety and well-being of all New Yorkers. The increasing availability of this drug combined with more powerful incarnations is creating an epidemic that is having a dramatic impact on young people across the state and leading to the unfortunate deaths of too many New Yorkers. To address this major concern, this legislation would ensure that students in school receive proper instruction regarding opiate and opioid drug use as part of their drug prevention program so that they can fully comprehend its dangerous and addictive nature.
