BILL NUMBER:S7702
Title of bill
An act to amend chapter 20 of the laws of 2009 amending the vehicle and traffic law, the general municipal law, and the public officers law, relating to owner liability for failure of operator to comply with traffic control indications, in relation to extending the provisions thereof
Purpose
To improve traffic safety by extending the law authorizing the City of Yonkers to implement a traffic control signal photo violation-monitoring enforcement program.
Summary of provisions
The bill extends the provisions of Chapter 20 of the Laws of 2009 for five years, to December 1, 2019. Chapter 20 authorizes the City of Yonkers to implement a demonstration program imposing monetary liability on owners of motor vehicles for operators' failure to comply with traffic control signals, through the use of photo violation-monitoring systems at up to 25 intersections.
Justification
The Legislature authorized the City of Yonkers, for five years beginning in 2009, to install and operate red light cameras at up to 25 inter-sections in order to enforce the law requiring drivers to obey traffic control signals. Reducing incidents of red light running also reduces a motor vehicle crash which, in turn, improves traffic safety for all road users be they drivers, passengers, pedestrians or bicyclists. This legislation extends the authorization for Yonkers' red light camera demonstration program for an additional five years, until December 1, 2019.
