BILL NUMBER:S7740A

Title of bill

An act to amend the vehicle and traffic law, in relation to speed limits in the village of East Hills, town of North Hempstead, county of Nassau

Purpose or general idea of bill

To authorize the village of East Hills to lower the speed limit on village roads by five miles per hour.

Summary of specific provisions

Section one amends section 1643 of the vehicle and traffic law to allow the village of East Hills to lower the speed limit to not less than twenty-five miles per hour on village roads.

Section two sets the effective date

Existing law

Section 1643 of the New York State Vehicle and Traffic Law concerning speed limits on highways in cities and villages provides that no such speed limit applicable throughout such city or village or within designated areas of such city or village shall be established at less than thirty miles per hour.

Justification

The Incorporated Village of East Hills has 7,200 residents. Within the last 3 years, the community has changed to include families with young children, many of whom travel to school on village roads. At the present time, the speed limit is too generous and needs to be curtailed to 25 miles per hour in order to protect families and children,. Throughout the community of East Hills, we now have excessive speeding and we need to lower the speed limit with the expectation that motorists will respect the new limits and be more receptive to driving slower and more vigilantly as pedestrian safety is of the utmost importance.
