BILL NUMBER:S7779A
Title of bill
An act to authorize the town of Niagara, county of Niagara to discontinue the use of certain town lands as parkland and to sell and convey such lands
Purpose or general idea of bill
Authorizes the alienation of certain parklands in the Town of Niagara in the County of Niagara and the sale of such lands. The town has already developed substitute parkland that is significantly larger which offers more expansive recreational opportunities.
Summary of specific provisions
Section 1 authorizes the town of Niagara in the county of Niagara to discontinue as parkland certain land in the town.
Section 2 is the description of the land.
Section 3 is the effective date.
Justification
The Town of Niagara's Young Street Park is an approximately 3.6 acre parcel of land located in a primarily commercial area near the Military Road commercial corridor where the Fashion Outlet Mall is located. Largely as a result of its location and size, the vacant grass covered lot, which formerly had one ball diamond and a playground, has not been used for park recreational activities in more than a decade.
In order to provide more user-friendly parkland and provide enhanced recreational resources to its residents in a less-commercial area of the Town, the Town has already constructed a 126-acre park known as "Veterans Memorial Park" at a cost of over $14 Million and replaced Young Street Park's limited recreational resources at the new park. Veterans Memorial Park is devoted exclusively to recreational purposes, is substantially larger than the Young Street Park property, and has a wide variety of additional recreational opportunities for Town residents including additional baseball diamonds, a soccer field, fishing pond, cross-country ski trails, a walking path, picnic shelters, a playground, outdoor concerts, holiday events, and a Community Center, that were not available in the Young Street Park. Because of its size, amenities and resources, Veterans Memorial Park is extraordinarily well-suited substitute parkland.
A company wishes to purchase the Young Street parcel to consolidate and enlarge its package receiving / pick-up business. The relocation and expansion of this business to the Town's commercial corridor would create approximately twenty-five (25) jobs in the Town and complement existing nearby businesses.
