BILL NUMBER:S7792
Title of bill
An act to amend the education law, in relation to online programs and accelerated proficiency degree programs at the state university of New York
Purpose
To create a reduced cost degree program that can be completed in an accelerated time frame at the state university of New York
Summary of provisions
Section one adds a new paragraph f-1 directing the SUNY trustees to identify baccalaureate degree programs that can be offered at reduced rates and develop criteria for the creation of an accelerate proficiency degree to be offered at four state-operated institutions. Such programs would be completed within three years, capped at a total tuition cost of $12,000, and be open for enrollment in the 2016-2017 academic year.
Section two provides for an immediate effective date.
Justification
New York has always been a leader in the area of access to higher educa- tion. Programs like the Tuition Assistance Program (TAP) have helped millions of students access higher education and enter the middle class. However, the rapidly rising cost of higher education is threatening to push it beyond the reach of many students and families in New York State. Recent articles have highlighted the fact that the graduating class of 2014 is the most indebted graduating class ever, with average student loan debt approximating $33,000. While recent enhancements to the financing of higher education in the state, like the increase in the TAP, will help to make college slightly more affordable for some, more robust options are needed for higher education to remain accessible, while reducing the growing mountain of student loan debt.
This bill aims to provide students with a more affordable option by establishing a pilot program whereby a limited array of baccalaureate degrees can be offered on four SUNY campuses at a reduced rate, and completed in an expedited time frame. While this is no means a panacea to the problem of rising college costs, and will require a rethinking by the state university of how to deliver high-quality higher education at a reduced cost to the consumer, it will create an affordable option for students who choose to go this route, thereby preserving New York's commitment to making college more affordable.
