BILL NUMBER:S7866

Title of bill

An act to amend the education law, in relation to regional tuition rates for special education itinerant services

Purpose

To allow for regional tuition rates to be provided for special education itinerant services.

Summary of provisions

Section 1: Amends clause (B) of subparagraph (i) of paragraph a of subdivision 10 of section 4410 of the education law, as amended by section 11 of part A of chapter 56 of the laws of 2014, by establishing regional tuition rates for special education itinerant services beginning in the 2015-2016 school year.

Section 2: Sets forth an immediate effective date.

Justification

Tuition rates for preschool special education providers that provide special education itinerant services (SEIT) can vary significantly, even programs that are in close proximity to one another. This is primarily because the rates offered to older providers are often lower than rates offered to newer providers. By providing a regional tuition rate it would allow for equity so that SEIT providers can provide the best possible services to preschool age special education students.
