BILL NUMBER:S7950
Title of bill
An act to amend the education law, in relation to creating the parental choice private school program
Purpose or general idea of bill
The purpose of this bill is to create a parental choice private school voucher program for the City of Buffalo
Summary of specific provisions
This bill will provide vouchers for three hundred eligible students to attend a participating school of their choice.
Justification
This legislation builds on the success of the Milwaukee Parental Choice Program, created in 1990, which has transformed the education system in Milwaukee by increasing graduation rates and college preparedness, and saving state taxpayers millions of dollars. A voucher program for the City of Buffalo will empower parents with limited financial means to determine the course of their children's education, by allowing them to remove their children from a failing school and attend a participating private school or public school outside of the resident school district. Increasing competition among private and public schools will also encourage education reform within the Buffalo Public School system, and will foster dialogue and cooperation between the school board, parents and private schools.
Prior legislative history
None.
Fiscal implications
To be determined.
Effective date
This act shall take effect immediately and shall first apply to the 2015-2016 school year and thereafter.
