BILL NUMBER:S963
Title of bill
An act to amend chapter 297 of the laws of 1862, incorporating the fire department of the village of Owego, in relation to increasing the value of real and personal property authorized to be held by such department
Purpose
To allow the Owego Fire Department to purchase land and build a Training Tower to train their members.
Summary of provisions
Section one will be amended by changing the amount of real and personal property the Owego Fire Department can possess or own from ten thousand dollar's to five hundred thousand dollars.
Justification
The Owego Fire Department would like to build a training tower to be able to better train their members and serve their community more efficiently. However, due to their original charter C.297, L.1862 mandating that their real and personal property not exceed $10,000 they are unable to do so.
A training tower is a valuable resource for any fire department, it can be used to train firefighters in a multitude of conditions they may face in a real fire emergency. This includes simulating smoke in the building to work with their self-contained breathing apparatus (SCBA), set up mazes, do high and low angle rope trainings, hook up to stand pipes, set off sprinklers and learn how to stop them from flowing in areas that don't need them, start actual fires and put them out, use set, up ladders, pump operations training, light placement, ventilation and forcecible entry.
