Justification
On March 21, 2009, a tragic fire broke out at the State's Riverview IRA group home. Four residents lost their lives in the fire. First responders to the fire were impeded by not having site plans to locate and evacuate the residents from the building This legislation requires every state residential facility to have accessible a facility site plan The plans must be made available to the local municipal governing body and emergency responders upon request, ensuring the health and safety of those who live and work in residential facilities.
