Title of bill
An act to require the office of the mayor of a city with a population of one million or more to produce an annual report listing all compacts, memoranda of understanding or other agreements pertaining to any additional police services and their associated cost
Purpose or general idea of the bill
This bill would require transparency on "additional policing" provided to private businesses by NYPD.
Summary of specific provisions
Section One states that in cities with a population of one million or more, the office of the mayor is required to produce a report listing any compacts that are ongoing or have been entered into within the preceding 24 months to provide additional police services.
Section Two provides that "additional police services" shall mean services provided by the police department in cities with a population of one million or more pursuant to memoranda of understanding, private contracts, or any other agreement with an entity other than the government of the city, including, but not limited to, any agreement that requires reimbursement, payment or transfer of funds to the government of the city, including one of its agencies, from another entity, public or private.
Section Three states that this act shall take effect immediately
Justification
There is a considerable lack of clarity around additional police services supplied by the New York City Police Department. This bill would require that the City provide information on all agreements to provide additional policing -- including through the Paid Detail Unit, an NYPD division that provides off-duty police personnel, in uniform, to private companies for an hourly fee. The city would be required to annually report the cost (to the department and the recipients), services provided, and policies for off duty personnel in uniform (eg. on the use of racial profiling) of additional police services.
