BILL NUMBER:S1807
Title of bill
An act to amend the executive law, in relation to the uniform system for the issuance of identification cards for retired members of the state police
Purpose
To provide official identification cards for retired members of the state police force.
Summary of provisions
Chapter 474 of the Laws of 2014 created a system whereby the New York State Police in conjunction with the Division of Criminal Justice Services (DCJS) may issue uniform identification cards to retired state police members who retire in good standing. Retirement in good standing means retirement for purposes other than avoiding disciplinary actions that may result in dismissal for cause. Current law states that the Superintendent of the New York State Police is responsible for promulgating rules and regulations to obtain information necessary to issue identification cards.
This bill would remove the requirement that DCJS work in conjunction with the State Police. The bill would also require that the identification cards carry the New York State Police seal instead of the New York State seal and not be required to contain a driver's license photograph. Lastly, this bill would remove the requirement that the Superintendent of the New York State Police promulgate rules to issue the identification cards.
Justification
This bill would create a more effective and efficient system for the distribution of identification cards to retired state police members who retire in good standing.
