BILL NUMBER:S2267
Title of bill
An act to amend the civil service law, in relation to scheduling an examination for any position or positions in the classified services that provides child protection services
Purpose
This bill would require the President of the State Civil Service Commission to immediately announce, schedule, score, and certify the results of an examination for any position or positions in the competitive class that provides child protection services pursuant to Article 6 of the Social Services Law upon the written request of a municipal civil service commission or personnel office.
Summary of provisions
Section one of this bill requires the President of the State Civil Service Commission to immediately announce, schedule, score, and certify the results of an examination for any position or positions in the classified services that provides child protection services pursuant to Title 6 of the Social Services Law upon the written request of a municipal civil service commission or personnel officer.
Section two of this bill provides that this act shall be effective immediately.
Justification
Child protective services specialist positions are competitive class positions that require examination of candidates and creation of an eligible list from the examination before a permanent position can be offered to a candidate. Scheduling civil service examination is a lengthy process that can often take longer than a year. Currently, there is no way for the State Civil Service Commission to ascertain which exams need to be given because there is a critical need to fill those positions. Thus, exams that will be used to create eligible lists for municipal positions are held on a first come, first served basis.
Often, critical jobs cannot be filled because the eligible list has been exhausted or has expired. Child protection services positions are no exception; frequently local governments cannot fill open positions due to the lack of an eligible list. This bill would require the President of the State Civil Service Commission to immediately announce, schedule, score, and certify the results of an examination for any child protection services position. This would allow local social services districts to quickly establish an eligible list for these critical positions.
