BILL NUMBER:S2656
Title of bill
An act to amend the economic development law, in relation to creating a directory of technical and financial assistance programs for small businesses and minority and women owned business enterprises
Purpose or general idea of bill
Creates a directory of assistance for small businesses and minority and women businesses enterprises.
Summary of specific provisions
Section 1 amends the economic development law by adding section 103-a which directs the office of economic development to create and maintain a directory of programs available to minority and women-owned businesses. The directory shall be in an electronic format available to the public and shall be updated on a monthly basis. Directs the commissioner to adopt rules and regulations necessary for implementation.
Section 2 this act shall take effect immediately.
Justification
One consistent theme throughout the Governor's Small Business Initiative has been the need to improve small businesses' access to information about existing programs. This theme applies with equal force in the area of access to capital, where the committee felt that small businesses were not aware of many programs that already exist in the State that provide small businesses with access to capital. This bill would provide a directory for small businesses and minority and women owned businesses to turn to for information about relevant programs.
