BILL NUMBER:S2932
Title of bill
An act to amend the tax law, in relation to creating an urban science, technology, engineering and math (U-STEM) mentor volunteer program for youth and providing for the repeal of such provisions upon expiration thereof
Purpose
This bill would enact the urban science, technology, engineering and math (U-STEM) mentor volunteer program for youth for the Yonkers, Buffalo, Rochester and Syracuse School Districts.
Justification
The creation of this three year pilot program would encourage students to pursue science, technology, engineering or math vocations. It would also foster those pursuits by providing stimulating hands on internships at companies where those students could potentially one day become employed. This legislation would also encourage business participation in this mentoring program by providing them with State tax credits. Many of the students who would participate in this program would come from disadvantaged households which can act as a deterrent to long term success. This program would incentivize those students to establish specific educational goals which ultimately lead to success.

Fiscal implications

Effective date
This act shall take effect immediately and shall apply to taxable years beginning on or after January 1, 2016 and shall expire and be deemed repealed January 1, 2019.
