Title of bill
An act to amend the social services law, in relation to public-private partnerships to support at-risk children; and providing for the repeal of such provisions upon expiration thereof
Purpose
This legislation creates a pilot program that creates an incentive for private donors to invest in evidence based programs that address the critical needs of the state's most vulnerable children. The pilot would leverage the strong alliance Monroe County has built with its private business and philanthropic community to integrate public dollars with private donations to invest in programs to support at-risk children and families. The program will test the effectiveness of public incentives to raise significant private money for innovative, evidence based programs that ultimately save taxpayer money through programs, provided on a community basis for the purpose of preventing child abuse and neglect, averting family crisis and later foster care placements preventing delinquency or promoting positive youth development.
Summary of provisions
§ 1 adds a new Social Services Law § 153-1 to establish a pilot program that authorizes Monroe County to use state funds for public-private partnerships to support preventive programs for at risk children that provide:
-home visitation, treatment intervention and parenting education to families eligible for service under the temporary assistance for needy families program;
-educational intervention and improvement services for students at risk of academic failure and school drop out;
-intervention and individualized planning services providing support for families that have sought family court intervention for a person in need of supervision petition or child with serious emotional challenges;
-services intended to increase graduation rates and prepare students for college or the workplace through one-on-one mentoring, academic support, life and social skills, and job readiness; and
-at-risk first-time parents with maternal and child health nurses to improve pregnancy outcomes, child health and development, and family economic self-sufficiency.
§ 1 also require Monroe County to prepare an annual report regarding this program, including the sources and amounts of private funding obtained, the programs supported through such funding, and the costs and benefits of such program for the county of Monroe.
§ 2. Makes this bill effective immediately Upon enactment, and provides that it expires on December 31, 2022.
