BILL NUMBER:S3548
Title of bill
An act to amend the soil and water conservation districts law, in relation to designating rent, building expenses and utilities as expenses which are reimbursable by the state
Purpose
To include rent, building expenses and utilities paid by Soil and Water Conservation Districts as expenses which are reimbursable by the state.
Summary of provisions
Section 1 amends the soil and water conservation districts law, to allow rent, building expenses, and costs of utilities as a reimbursable expense.
Section 2 establishes the effective date.
Justification
Current law allows for state-aid reimbursement to soil and water conservation districts for the employment of conservation field technicians and district managers, as well as the purchase of supplies and equipment to support their important work. Many districts have held their offices in USDA buildings at no cost. Recently, however, these districts have been asked to begin paying rent and related expenses due to cuts in USDA support of field offices. District office space is essential to carrying out services as outlined in soil and water conservation district law. Specific authorization to grant state-aid reimbursement for office space is, therefore, necessary for the districts to continue operating and providing services.
Legislative history
This is a new bill.
Fiscal implications
None. Soil and water conservation districts will continue to be eligible for the same maximum reimbursement; the instant bill would merely identify an additional type of expenditure that may be reimbursable.
Effective date
This act shall take effect immediately.
