BILL NUMBER:S3561
Title of bill
An act to require the office of mental health to develop educational materials for educators regarding suicide prevention
Purpose or general idea of bill
The purpose of this bill is to provide information from the Office of Mental Health (OMH) on depression and suicide prevention to educators.
Summary of specific provisions
Section 1 of the bill would require the commissioner of the Office of Mental Health (OMH) to consult with the commissioner of the Department of Education on the distribution of educational materials, in electronic or other format, to be used by educators on suicide prevention measures, and signs of depression in youth.
Section 2 of the bill provides a date of enactment.
Justification
The 2009 Center for Disease Control and Prevention survey of high school students found that one out of every nine Hispanic female teens attempted suicide in the U.S. that year. The survey found that in New York City the percentage was even higher at 15 percent. With increased awareness on the importance of early intervention and treatment of mental illness, it is crucial that individuals who work with adolescents are correctly informed on various symptoms of mental illness.
Since youth spend a vast majority of their time in an educational environment, it is important that educators and staff members are aware of the mental well-being of students. This bill would provide resources to education staff on appropriate courses of action once a youth is identified as depressed or at risk of suicide and would ensure that all information be culturally competent.
