Title of bill
An act to amend the criminal procedure law, in relation to designating members of the security force of Alfred University as peace officers
Purpose
The purpose of this bill is to grant Peace Officer status to the security officers of Alfred University.
Summary of provisions
Section 1: Amends section 2.10 of the criminal procedure law by adding a new subdivision 84.
Section 2: Sets forth the effective date.
Justification
Peace officer status will provide security officers of Alfred University with more capability in protecting the safety of students, visitors, and employees of the University. This bill would alleviate a burden on the Village of Alfred and its police department. In addition, it would enhance response time to incidents on campus and increase campus safety.
Alfred University's Public Safety officers currently cannot enforce New York State laws on the campus of Alfred University, nor can they make arrests. The University only employs New York State certified police officers as public safety officers. However, due to local departmental rules, these police officers are restricted from making arrests while working for Alfred University. As a result, campus security has to contact the police department every time a significant incident takes place.
Peace officer status also protects the security officers by providing a more serious charge against persons intending to injure a peace officer. It will also enable Alfred University security officers to take special training courses which will enhance their capabilities and provide a better service to all.
The change will not affect job descriptions nor require increased salary levels. It will also not require an increase to the number of officers who work per shift.
