Title of bill
An act to amend the education law, in relation to the application for admission to the practice of a profession by a veteran admitted to practice in another jurisdiction
Purpose
To ensure veterans licensed to practice a profession in another jurisdiction can practice their profession in New York state.
Summary of provisions
Section 1 amends the education law by adding a new section 6505-d providing the commissioner shall provide a veteran licensed to practice a profession in another jurisdiction temporary admission to practice that profession in New York state. The temporary admission shall be for the time it takes for the veteran's application to practice the profession in this state to be processed. Such application shall be determined by the commissioner within 30 days of its filing. If the commissioner determines the education, training and prior admission to the practice of the profession in the other jurisdiction are essentially equivalent to the requirements for admission in New York state, the commissioner shall grant the veteran admission to practice the profession in this state.
Section 2 provides this act shall take effect immediately.
Existing law
This is new law.
Justification
According to the Labor Department, the unemployment rate for post-9/11 veterans was 15.2 percent in January 2011. By contrast, the unemployment rate in New York state that month was 8.3 percent. Though the situation has since improved, the ability to earn a living remains a pressing challenge for returning veterans. Often times veterans struggle to find work. Further, our economy suffers because veterans trained to practice a profession elsewhere are not licensed to practice here. We must honor our veterans for the service they provided us by ensuring their education, training and admission to practice a profession are respected in this state.
