BILL NUMBER:S3809A

Title of bill

An act in relation to directing the New York city transit authority and the metropolitan transportation authority to report to the governor and the legislature on transportation service reductions and eliminations occurring since January 1, 2010

Purpose

To determine the extent to which service has been eliminated or reduced by the New York City Transit Authority and the Metropolitan Transit Authority since January 1, 2010.

Summary of provisions

Section one of the bill requires the New York City Transit Authority and the Metropolitan Transit Authority (MTA) to report all service reductions and eliminations occurring after January 1, 2010, as well as the restoration of any services, to the Governor and the Legislature by December 31, 2016. This report is required to include a list of reduced or eliminated service routes, fare increases, restored services, and a geographic breakout of the affected communities.

Section two of the bill provides that provides that this act shall take effect immediately.

New law

Justification

As fares continue to rise, this report will provide a clear picture of the service cuts and eliminations of transportation services in the MTA region since January 1, 2010. While the Governor stated in Veto Message 238 of 2013 that this report is not necessary because the MTA planned to restore some eliminated services and establish new service, the fact that the MTA now seeks to raise fares and has not restored all reduced or eliminated service begs the question of the necessity of this report.

This report will highlight the extent of the service eliminations and reductions implemented by the MTA, as well as their impact on all of the people who live in New York City.
