BILL NUMBER:S3904

Title of bill

An act to amend the economic development law, in relation to veterans entrepreneurship assistance

Purpose

To continue the development of entrepreneurship programs targeted to veterans

Summary of provisions

Section 1. Adds a new subdivision 212-a to the economic development law, to eliminate any requirement of equal funding for all entrepreneurial assistance programs in favor of the criteria of extent, quality, and comprehensiveness, and to add incubators that have been designated as NYS Incubators as eligible recipients of grants, and to provide for the use of expert consultants to work with the department to help design programs and train participants.

Existing law

New bill.

Justification

Last year the legislature changed the EAP law to specifically include veterans and funded the expansion of the program. Unfortunately, because of the way the statute was changed, the grants were dispersed equally to all 24 of the state's EAP programs. This may be effective in some cases, but not in all. The bill allows the grants to be sized based on specific criteria, and includes NYS Incubators as potential recipients. The bill also allows the department to bring in experts in entrepreneurial services for veterans to help shape the programs, train recipients, and insure quality.

Fiscal implications

Dependent on appropriations.

Effective date

Immediate.
