BILL NUMBER:S4151
Title of bill
An act to amend the environmental conservation law, in relation to the periodic preparation of a state deer management plan by the department of environmental conservation
Purpose
Requires from time to time a periodic preparation of a state deer management plan by the Department of Environmental Conservation.
Summary of provisions
Section 11-0305 of the Environmental Conservation Law is amended by adding a new subdivision 19 relating to the periodic preparation of a state deer management plan for the white-tailed deer (Odocoileus virginianus) by the Department of Environmental Conservation.
Justification
The New York State Department of Environmental Conservation adopted a management plan for white-tailed deer in New York State in 2011 that establishes goals for deer management and evaluates methods for controlling abundant deer populations, including hunting and fertility control. This legislation requires the DEC to update the plan from time to time to address changing circumstances to ensure that new scientific research, studies, and findings are appropriately incorporated into recommendations for controlling deer population throughout the State which will help build a more effective management approach in New York State.
