BILL NUMBER:S4236
Title of bill
An act to amend the vehicle and traffic law, in relation to requiring an updated photo for the renewal of a driver's license
Purpose
To have an updated photo on a driver's license every eight years with the renewal of the license.
Summary of provisions
Section 1 amends section 502 of the vehicle and traffic law to require a photo image be taken with the renewal of a driver's license.
Section 2 states the effective date.
Justification
New York State, along with only one other State, Nevada, does not require a new driver's license photo to be taken upon the renewal of a license. The purpose of a photo on a license is to allow for positive identification. When the photo of an individual is outdated and no longer resembles the current appearance of that individual, positive identification is very difficult. Requiring a new photo to be taken with the renewal of a driver's license every eight years, will help to prevent fraud and identity theft and will increase overall public safety.
