BILL NUMBER:S4480
Title of bill
An act to amend the general business law, in relation to prohibiting the sale of covered license plate frames
Purpose
To prohibit the sale of license plate covers, since these products may not legally be used in New York State.
Summary of provisions
Adds a new Section 391-t to the General Business Law to prohibit the sale or give away of covered license plate frames.
Existing law
Section 402(1)(b) of the Vehicle and Traffic Law currently provides that license plates "shall not be covered by glass or any plastic material."
Justification
The Vehicle and Traffic Law prohibits drivers from covering their license plates with any glass or plastic material. Nevertheless, many stores continue to sell such products. Not surprisingly, many consumers assume that if they can buy these products in local stores, they can use them on their vehicles. Only when they are stopped and ticketed by the police do they learn otherwise. To protect unsuspecting consumers, and to help ensure compliance with the Vehicle and Traffic Law, this bill would prohibit the sale of these items which may not legally be used on vehicles.
FISCAL IMPLICATIONS:None
