BILL NUMBER:S4546
Title of bill
An act to amend the retirement and social security law, in relation to providing credit to members of public retirement systems of the state for certain military service
Purpose
Provides credit to members of.the public retirement systems of New York for military service in certain hostilities in Afghanistan.
Summary of provisions
Section 1 amends paragraph (d) of subdivision 2 of the section 1000 of the retirement and social security law, as added by chapter 548 of the laws of 2000, to include conflicts in Afghanistan for service members to purchase service credit in the public retirement systems of the state for his/her period of military service.
Section 2 states that, "Notwithstanding any other provision of law to the contrary, none of the provisions of this act shall be subject to section 25 of the retirement and social security law."
Section 3 establishes an effective date.
Justification
Currently, New York affords our servicemen and women with the option to buy service credit in the public retirement systems for conflicts during World War II, the Korean War, the Vietnam War, and for hostilities in the Persian Gulf, Lebanon, Grenada, and Panama.
Those who served our country during periods of war or military hostilities have made personal sacrifices to assure the future of our country. They risked death and injury in their service to their country. The ability to receive service credit in the state's public retirement system is a way that we may express our gratitude for these brave men and women.
