BILL NUMBER:S4566A
Title of bill
An act to amend the public authorities law, in relation to adding public and nonpublic elementary and secondary schools to the list of the New York power authority's mandated customers
Purpose or general idea of bill
The purpose of this legislation is to ensure that public and nonpublic elementary and secondary schools located in New York State receive an adequate and dependable supply of power and energy.
Summary of specific provisions
Section one of the bill amends the third undesignated paragraph of section 1005 of the Public Authorities Law to add public and nonpublic elementary and secondary schools located in the State to the list of entities for which the New York Power Authority ("NYPA") assists in providing an adequate and dependable power supply. Section one further amends the third undesignated paragraph of section 1005 by directing NYPA to make energy efficient services and clean energy technologies available to public and nonpublic elementary and secondary schools located in the State.
Section two of the bill provides that this act shall take effect imme- diately.
Existing law
Currently, public and nonpublic elementary and secondary schools are not included in the list of NYPA's mandated customers. These schools may receive power and energy if supplies are available from the competitive market.
Justification
The public and nonpublic schools in New York provide benefits to the State beyond educating our children. These schools also used to provide shelter and services when disaster strikes. Additionally, they are used by community and other groups to provide educational opportunities and programs to the public. For these schools to fulfill all of these uses, they need an adequate and stable power supply. Without a stable and adequate power supply, these schools may not be able to fulfill the needs of our children, our communities, and when disaster strikes, the people affected by the disaster. This bill would provide such needed stability and adequacy.
