BILL NUMBER:S4602
Title of bill
An act to amend the education law, in relation to the eligibility of parents of children attending pre-kindergarten programs to serve on a community district education council
Purpose
This bill would allow parents of students who are attending a pre-kindergarten program under the jurisdiction of a community school district to be eligible to serve on a Community Education Council.
Existing law
The law does not currently allow parents who children are in district sponsored/supervised pre-kindergarten programs to serve on the Community Education Councils.
Justification
Community Education Councils allow for parent involvement on the local district level and can play a vital role in shaping education policies for New York City public schools. This group of parents has children in pre-kindergarten program under the sponsorship/supervision of the New York City Department of Education. New York City's Community and Citywide Education Councils are charged with promoting student achievement, advising and commenting on educational policies, and providing input to the Chancellor and the Panel for Educational Policy on matters of concern to the district. It seems logical that the intent of these councils is furthered by expanding the eligibility to include parents who want to get involved in the operation of their local school councils.
