BILL NUMBER:S4677
Title of bill
An act to amend the state finance law, in relation to prohibiting the payment of any claim for travel to, from and/or within certain states that allow for profit businesses to assert a right of free exercise of religion
Purpose
To make it the clear, unequivocal policy of the State of New York that the state will not support other states' attempts to discriminate against its own citizens.
Summary of provisions
Section 1 amends section 109 of the state finance law adding a new subdivision 2-a preventing the Comptroller from paying any claim or voucher for travel to any state that authorizes businesses to assert a defense of "free exercise of religion" in defense against a private cause of action for wrongful discrimination.
Justification
Recently, some states have been taking the unprecedented step to increase the ability of some of its citizens to discriminate against others in the name of religious freedom. While some states have had religious freedom laws for some time, there is a new trend to include specific provisions specifically designed to facilitate anti-LGBT discrimination. New York has always been, and should remain at the forefront of protecting civil rights. This bill sends a message that New York will not tolerate the actions of any state that takes this unprecedented, discriminatory action.
