BILL NUMBER:S4798
Title of bill
An act to amend the education law, in relation to transportation
Purpose
The purpose of this bill is to allow a board of education to provide transportation to any child, between kindergarten and eighth grade, from the school to the child's before-and/or-after-school child care location, regardless of whether the child attends school in the school district. The child care location still must be located within the district.
Summary of provisions
Section 1 removes the requirement that the child attends school within the school district providing transportation between the child's school and before-and/or-after-school child care location.
Section 2 states that the act shall take effect on the first of July next succeeding the date on which it shall have become a law.
Existing law
Under current law, a board of education is permitted to provide transportation to and from a before-and/or-after-school child care location only for those children who attend school within the school district. The board of education is, however, required to provide transportation to the child's home, creating a potential inefficiency when the child's home is located farther away from the school than the child care location.
Justification
While not requiring the school to provide the transportation, this bill creates flexibility for local school boards to determine whether they should provide transportation to a child care location. Because the school district is already required to provide transportation to the child's home, it may be in the school's financial interest to permit transportation to the child's before-and/or-after-school child care location as well.
