Justification
A recent report by the Alliance on Quality Education (August, 2014) estimates that public schools in New York State are underfunded by $5.9 billion in total Foundation Aid and GAP Elimination Adjustment funding. Additionally, New York State owes 2.3 times more to high need schools than it does to wealthy schools. This bill attempts to address this problem by increasing the amount of revenue to the education system in New York State.
