BILL NUMBER:S4871 Revised 05/12/15

Title of bill

An act to amend the civil service law, in relation to disputed agree- ments

Purpose

This bill related to certain disputed agreements determined by the public arbitration panel.

Summary of provisions

Section 1 - Amends section 209 of the civil service law by adding a new subdivision 7.

Section 2 - Effective date

Justification

Localities are experiencing significant fiscal constraints due to the increasing costs associated with employee salaries and benefits. Bind- ing arbitration also adds to local costs because arbitrators typically do not take into consideration the employers' ability to pay increases for all the items subject to binding arbitration. This change to the current statute will protect workers' salaries and benefits while also providing motivation for representatives of state and local workers to negotiate with that information as part of the settlement process.
