BILL NUMBER:S5090
Title of bill
An act to amend the tax law, in relation to extending authorization for an additional one percent sales and compensating use tax in the county of Oswego
Purpose
Authorizes County of Oswego to extend the current rate of sales and compensating taxes for the period beginning September 1, 2004 and ending November 30, 2017.
Summary of specific provisions
Section 1 amends the tax law to authorize and empower the county of Oswego to adopt and amend local laws, ordinances, or resolution to continue to impose a one percent additional tax rate during the period of September 1, 2004 and ending November 30, 2017
Section 2 provides the effective date.
Justification
According to Oswego County, since the initial adoption of the additional 1 percent, the revenue generated has been used to lower Oswego County property taxes. Sales tax revenue has been vital part of this planning and has helped the county stabilize and lower property taxes. It is not a source of additional funding for new spending This legislation will maintain sales tax at its current rate.
The sales tax collected by Oswego County makes up 20.7 percent of their revenue. To reiterate the importance of the sales tax extension for Oswego County, if the county lost the authority to impose an additional one percent sales tax it would result in the loss of $7.57 million in the 2015 budget. If this were to occur, it would cause a 14 percent increase in property taxes for 2016. For the aforementioned reasons it is imperative that this bill is enacted.
