BILL NUMBER:S5120
Title of bill
An act to authorize the commissioner of general services to transfer and convey certain unappropriated state land to the county of Greene
Purpose
Authorizes the commissioner of general services to convey a parcel of land upon the Coxsackie correctional facility to the county of Greene.
Summary of provisions
Section 1: Authorizes the commissioner of general services, subject to consent of the commissioner of corrections and community supervision, to transfer certain lands to the county of Greene.
Section 2: Description of the land that is being transferred.
Section 3: States the description of the land in section two of this legislation is to be solely used to identify the parcel to be conveyed and is not a legal description.
Section 4: States the office of general services will not transfer or convey the aforementioned property unless an application is made to the office of general services by Greene County within one year of the effective date.
Section 5: States the land conveyed can only be used for operating and maintaining a county correctional facility and if the land is not used for this purpose, ownership will be reverted back to the state of New York.
Section 6: Sets the effective date as immediately.
Justification
The Greene County correctional facility has reached its functional obsolesce. The Commission of Corrections has strongly insisted that a new facility be built. The New York State Department of Corrections and Community Supervision has agreed to convey a parcel of land on their existing Corrections and Community Supervision campus in Coxsackie, NY to Greene County to build a new county correctional facility.
This legislation authorizes the commissioner of general services, subject to the approval of the commissioner of corrections and community supervision, to convey 50 acres to Greene county in order for them to build a new county jail on the Corrections and Community Supervision campus in Coxsackie, NY.
