BILL NUMBER:S5172
Title of bill
An act to amend the tax law, in relation to extending the authority of St. Lawrence county to impose sales tax
Purpose
Authorizes County of St. Lawrence to extend the current rate of sales and compensating use taxes for the period beginning December 1, 2013 and ending November 30, 2017.
Summary of specific provisions
Section 1 amends the tax law to authorize and empower the county of St. Lawrence to adopt and amend local laws, ordinances, or resolution to continue to impose a one percent additional tax rate during the period of December 1, 2013 and ending November 30, 2017.
Section 2 provides the effective date.
Justification
St. Lawrence County by authority of Chapter 191 of the Laws of 2013, increased the sales tax rate for the period beginning December 1, 2013 and ending November 30, 2015. Pursuant to this enabling legislation, St. Lawrence County adopted implementing resolutions imposing the increase of 3% to 4%. This legislation will extend the additional 1% tax to be collected through 2017.
The county provides many services that are essential to the wellbeing of all those living, working in, and visiting St. Lawrence. These services include law enforcement, bridge and road maintenance, and public health services. In addition to these services provided by the county, St. Lawrence must provide state mandated services that severely strain county resources and have the potential to consume entire county budgets. All of these costs necessitate an extension of the increased sales tax rate.
Since the implementation of the additional local sales tax program in 2013 St. Lawrence County has responsibly insured that the funds were used wisely and to help control costs for the benefit of all county residents. They will continue to do so with this extension of the sales and compensating use taxes.
