BILL NUMBER:S5328A

Title of bill

An act to amend the elder law, in relation to the authority of the office for the aging to conduct a public education campaign relating to elder abuse

Purpose

This bill would authorize the state office for the aging to conduct a public education campaign to create awareness on the signs and symptoms of elder abuse.

Summary of provisions

Section one amends the elder law to authorize the state office for the aging, in conjunction with the state office of children and families services, to conduct a public education campaign identifying and providing information relating to elder abuse, to the extent appropriations are available.

Justification

While the Bureau of Adult Services at the Office of Children and Family Services provides technical assistance to staff and develops public education and training initiatives regarding adult abuse, a public education campaign is warranted to combat the significant underreporting of elder abuse.

In part, the underreporting of elder abuse can be attributed to a lack of understanding of what constitutes abuse of an elderly person which can range from physical, sexual or emotional abuse to financial exploitation and neglect.

A public education campaign can provide the public with much needed information guidance with regard to identifying signs of elder abuse, who to contact if abuse is suspected and what services are available to assist those who are victims of elder abuse which can include self neglect.
