BILL NUMBER:S5419
Title of bill
An act to amend the social services law, in relation to applications for child care assistance
Purpose
This bill would provide for a simplified application form for persons applying for child care assistance.
Summary of provisions
Section one amends the social services law to provide a simplified child care assistance form that is subject to the approval of the office of children and family services and to maintain such form on the local social services website so applicants may apply online.
The office of temporary and disability assistance and the office of children and family services shall maintain hyperlinks on their websites directing applicants for child care assistance to the online application maintained by local social services districts.
Section two sets an immediate effective date.
Justification
For those applying for child care assistance, the process should be simple and require only information relevant to the benefits being sought. This benefit serves to assist parents and guardians who are working and would like to continue to work but would not otherwise have the opportunity without child care assistance. Applications should not exceed the information required by state and federal reporting requirements and should be made readily available to applicants.
In addition, forms should be available online and applicants should have an opportunity to return the completed forms electronically.
