BILL NUMBER:S5446

Title of bill

An act to amend the real property tax law, in relation to requiring all assessing units to participate in the enhanced school tax relief exemption

Purpose

This bill requires all assessing units to participate in the STAR Income Verification Program

Summary of provisions

Section 1 amends Subparagraph (iv) of paragraph (b) of subdivision 4 of section 425 of the Real Property Tax Law to require that all assessing units participate in the STAR Income Verification Program.

Section 2 establishes the immediate effective date.

Justification

The income verification program was intended to be an option for all Enhanced STAR applicants as a way to avoid the annual application process. It has come to our attention that despite this, at least one assessor has not been offering the option to taxpayers, stat- ing the law does not expressly require an assessing unit to participate in the STAR Income Verification Program. The purpose of this bill is to make it clear that the income verification program is a statewide program that is available to all Enhanced STAR applicants.
