An act creating the Starr public library district in the town of Rhinebeck, New York; and to amend chapter 672 of the laws of 1993 amending the public authorities law relating to the construction and financing of facilities for certain public libraries, in relation to including the Starr public library district within the provisions of such chapter and providing for financing through the dormitory authority

Purpose

Summary of provisions

Section 1 creates the library district.

Section 3 details the procedure for determining the term length of each trustee; filling vacancies in the board; appointing a board president, vice president, and secretary as well as any other positions the board deems necessary such as treasurer.

Section 6 provides for an ad valorem levy which means the tax collected will be based on the value of the real estate or personal property within the Town of Rhinebeck, given that property within the Town of Rhinebeck will benefit from the library facilities being established and maintained.

Section 7 clarifies that except as: otherwise provided by this act, the provisions of the education law relating to public libraries shall be applicable to the library district established by this act.

Section 8 deems the public library district separate and distinct from the town for all purposes, including but not limited to management, appropriations, and expenditures

Section 9 adds a new subdivision 49 to section 5 of chapter 672 of the laws of 1993.

Section 10 sets an immediate effective date.

Justification

Founded in 1862, the Starr Library in Rhinebeck has been serving patrons in the Mid-Hudson Valley for over 150 years. It is the oldest library in the Mid-Hudson library system and has an incredible history of being an important educational resource. Originally located in the Starr Institute Building in Rhinebeck, the library moved up to West Market Street in the 1970s. In 2005, they had outgrown their smaller building and the Board of Trustees raised the funds to construct a new wing, which expanded their offerings to the community.

The creation of the Starr public library district is the next step forward for this important institution to continue its important work in providing educational resources for residents in the Rhinebeck community and throughout the Mid-Hudson Valley.
