BILL NUMBER:S5766

Title of bill

An act to amend the environmental conservation law, in relation to the transfer of a lifetime hunting license

Purpose or general idea of bill

To allow for the transfer of a lifetime hunting license if the holder dies before the age of twelve as well as allowing for the transfer to be made within three years of the death for such a situation.

Summary of specific provisions

Subdivision 1 of section 11-0704 amends the environmental conservation law by adding a second an additional premise that is if a person dies before the age of twelve the license can be transferred.

Subdivision 6 section 11-0704 is amended to add that the transfer of the license must be made within three years of the child's death (as per the second premise or subdivision 1).

Section 3: effective date

Justification

To allow for the transfer of a lifetime hunting license in situations where the holder of the license dies before the age of twelve. This is significant because if someone passes away before the age of twelve the license should be allowed to be transferred to another family member or friend to memorialize the deceased and be able hunt in their honor as opposed to the license being forever forgotten.
