BILL NUMBER:S5773
Title of bill
An act to amend section 16 of part A of chapter 173 of the laws of 2013, amending the public service law, the public authorities law, the executive law and the education law relating to the powers and duties of the department of public service and the Long Island power authority, in relation to the timing of the commencement of certain engineering, environmental permitting and cost feasibility analysis and studies
Purpose
To require an analysis and study of repowering at certain power stations to determine if the repowering of these stations is in the best interest of the ratepayers to commence by October 1, 2015.
Summary of provisions
Section 1 ensure that the analysis and study of repowering for the Port Jefferson power station, the E.F. Barrett power station, and the Northport power station all commence by October 1, 2015.
Section 2 gives effective date.
Justification
As the Long Island Power Authority (LIPA) and National Grid assess and develop an engineering, environmental permitting and cost feasibility analysis of three power plants on Long Island, is it important that all three plants be considered at the same time. This bill modifies the start date of the Northport power station study to begin concurrent with the studies for the other two power plants.
