BILL NUMBER:S5780
Title of bill
An act to amend the state finance law in relation to establishing the veterans home and community based care pilot program
Purpose or general idea of bill
The purpose of this bill is to create a pilot program of home and community based services for veterans.
Summary of provisions
Section 1 of this bill would create, in the state division of veterans' affairs, a pilot program to test the benefit, quality, cost-effectiveness and increased access to services of a coordinated, interdisciplinary plan of home and community based services for veterans.
Section 2 establishes the program structure as a collaborative model between home care agencies, physicians and other partners.
Section 3a allocates the authority to implement the pilot program to the state director of the division of veterans' affairs. Section 3b describes eligible home care agencies. Section 3c directs the state director of veterans' affairs to convene an advisory group to assist in establishing, and evaluating the results of and recommending further action pursuant to the pilot program.
Section 4 authorizes the state director of the division of veterans' affairs to seek federal funding and philanthropic funds for the program.
Section 5 calls for the state division of veterans' affairs to work with participating providers to collect and analyze data from the program.
Section 6 amends the state finance law by adding section 99-aa.
Justification
Many of our veterans return home from service requiring significant medical care. However, only about 36% of veterans are actually enrolled in health care programs provided by the Department of Veterans Affairs. As a state, New York should do all it can to make health care services more easily available to those who served our country. The program put forth in this bill seeks to more fully meet the comprehensive health needs that veterans require and allow for additional opportunities to promote the quality of life and community engagement that veterans deserve.
