Title of bill
An act to amend the public authorities law, in relation to establishing a repowering advisory committee
Purpose
This legislation will establish a repowering advisory committee to represent the economic, environmental, health and safety interests of the residents adjacent to LIPA generating facilities.
Summary of provisions
Section 1 adds section 1020-jj to the public authorities law to establish a repowering advisory committee containing eleven members from various entities and gives specific provisions and duties of the committee.
Section 2 gives an immediate effective date
Justification
In the 2015 budget, LIPA and National Grid were charged with conducting an engineering, environmental permitting and cost feasibility analysis and study of repowering the generating facilities of Port Jefferson, Barrett, and Northport. This bill would create an advisory committee that would allow local residents to provide input into the creation of the request for proposals to conduct the study and allow for the sharing of additional factors that should be considered in any repowering study.
