Title of bill
An act to amend the public authorities law, in relation to the powers of the Ogdensburg bridge authority and the Ogdensburg port authority
Purpose
The purpose of this bill is to amend the public authorities law in relation to the powers of the Ogdensburg Bridge and Port Authority and their ability to bond.
Summary of provisions
Sections 1 and 2 of the bill amend section 706 and section 1379 of the public authorities law regarding the bonding authority of the Ogdensburg Bridge and Port Authority.
Section 3 of the bill provides the effective date.
Existing law
The Ogdensburg Bridge and Port Authority as authorized by law has not had its authority updated in more than forty years. The law is outdated and needs to be amended to reflect the current activities of the Authority.
Justification
The Ogdensburg Bridge and Port Authority is an economic driver and leader in the North Country, successfully seeking out grant funding and gaining the ability to bond. It owns and operates many important public assets in Northern New York including: the Ogdensburg-Prescott International Bridge, the Port of Ogdensburg, the New York and Ogdensburg Railway, the Ogdensburg International Airport, and two industrial parks. These facilities require regular maintenance to remain in their best condition.
It is the responsibility of the Authority to conduct such maintenance and ensure the upkeep of all their facilities. However, the current bonding language of the Authority contained in the Public Authorities Law is out of date and needs to be updated. Therefore, at the request of the Authority, this legislation is being offered.
The Authority continues to look for various ways to move forward with priority projects. Updating and clarifying the law governing the authority will allow it to continue to do its work successfully, and can undertake necessary capital improvement projects.
Legislative history
This is a new bill.
