BILL NUMBER:S5902
Title of bill
An act to amend the public health law, the tax law and the state finance law, in relation to providing for taxpayer gifts for women's cancers education and prevention and establishing the women's cancers education and prevention fund
Purpose
This bill establishes the women's cancers education and prevention fund, financed by optional contributions derived from a taxpayer check-off placed on all corporate and personal income tax forms.
Summary of provisions
Section 1 amends Subdivision 1 of section 207 of the public health law adding a new paragraph (1) to add women's cancers to the health care and wellness education and outreach program within the Department of Health.
Section 2 and 3 adds new sections, 209-I and 630-d, respectively; to the tax law to allow corporate and individual taxpayers the option to contribute to the women's cancers education and prevention program through a tax check-off on the tax return.
Section 4 adds a new section, 97-1111, to the state finance law, to establish the women's cancers education and prevention fund under the, joint custody of the commissioner of taxation and finance and the state comptroller.
Section 5 sets forth the effective date.
Justification
Women cancers, defined in this bill to include cervical, endometrial, gestational trophoblastic tumor, ovarian, uterine sarcoma, vaginal, and vulvae, claim thousands of lives each year. While much education has effectively focused on cancers such as breast cancer, it is important to provide for additional avenues for New Yorkers to raise funds for women's cancers education and prevention programs by having a voluntarily taxpayer check-off on both individual and corporate taxpayer tax forms. These funds will be used to educate the public regarding the existences of women cancers, screening options, and tips for a healthy lifestyle.
Through education and awareness, lives can be saved, particularly if women understand the need for screenings and preventative measures that may be taken to reduce the risks for cancers.
Raising funds for this purpose will help to ensure that more women are reached with this vital information.
