Title of bill
An act in relation to directing the division of military and naval affairs to establish policies on the security and protection of New York national guard recruiting centers
Purpose or general idea of bill
This legislation requires DMNTA to improve the security and protection of New York National Guard Recruiting Centers as well as centers serving the ROTC.
Summary of specific provisions
Section 1 requires the division of,Military and Naval Affairs to establish policies ensuring security and protection of New York National Guard Recruiting Centers and ROTC Centers from terrorist attacks.
The division shall make improvements including providing sidearms or issuing permits to carry a concealed firearm to full-time National Guard Employees at recruiting centers, or employees at centers serving the ROTC. Further requires the improving and strengthening of building security through the installation of metal detectors, bulletproof glass, video surveillance equipment and barricades. This section also requires for the moving of recruiting centers to armories or other secure locations.
The division shall issue an annual report to the Legislature stating recommendations that are being implemented or will be implemented.
Section 2 is the effective date.
Justification
When a crazed gunman opened fire on two military locations in Chattanooga Tennessee it made it clear how unsafe those individuals working in these locations are. This legislation makes attempts at hardening National Guard Recruiting Centers as well as centers serving the ROTC as potential targets. As of July 21, 2015 seven States have taken measures of arming individuals at these recruiting centers. Some of these States have also taken other measures to help protect the employees and recruits at these centers by hardening these potential targets from attack. New York must take aggressive action to protect these individuals, and this legislation seeks to do that. Implementing a division of empowered experts to make the necessary defensive changes will ensure a safe environment from terrorist attacks for all individuals at these National Guard recruiting centers and centers serving the ROTC.
