BILL NUMBER:S6047
Title of bill
An act to amend the education law, in relation to grades one through six physical education instruction
Purpose
This bill would require physical education in elementary schools to be taught by certified physical education teachers.
Summary of specific provisions
Section 1 adds a new section to the Education Law § 815 to require physical education in grades one through six to be taught by certified physical education teachers.
Justification
National research has concluded that New York's physical education requirements and standards are among the best in the nation. The learning standards include but are not limited to physical activity, fitness and health. In addition, the physical education curriculum must include instruction about safe and healthy environments for physical activity and management of personal and community resources for physical activity. The best persons to teach physical education therefore are certified physical education teachers who are trained and qualified to meet these curriculum requirements.
This bill will assure that the best persons - certified physical education teachers - teach physical education in elementary schools. These teachers have the qualifications and experience to teach students well and safely, adapt programs for students with disabilities and encourage students to develop healthy personal habits at an optimal time in children's lives - a time when children are developing behaviors that will be with them throughout their lives. Physical education is not only time, it is a subject with a curriculum. The quality of instruction is important. And, proper oversight is essential to the safety of our students.
Physical education is not only important to a student's health and well-being but to academic achievement too. Research has documented an association between physical education and improved ability to learn, better classroom behavior and academic progress including grades and test scores. As New York raises standards for mathematics, science, social sciences and English, it must not forget the importance of physical education.
