Title of bill
An act to amend the public service law, in relation to increasing the number of ad hoc members on the New York state board on electric generation siting and the environment
Purpose
To improve local representation on the Siting Board in order to better protect localities where major electric generating facilities plan to construct and operate their facilities.
Summary of specific provisions
This bill increases the total ad hoc members on the Siting Board from two to four. The President Pro Tempore of the Senate will appoint two members and the Speaker of the Assembly will appoint two members.
Increases the time in which the ad hoc members must be appointed before the Governor may appoint the members instead.
Removes the ability of the board to meet without the appointment of the ad hoc members and would now require the ad hoc members be appointed before a quorum can be constituted.
Justification
The Power NY Act of 2011 established a process for the siting of electric generating facilities and repowering projects. As part of the process, a multi-agency Siting Board is charged with streamlining the permitting process for power plants of 25 megawatts (MW) or greater. This bill is aimed at protecting and increasing local representation on the siting board in order to better represent the interest of localities in which these generating facilities are planning on constructing and operating in.
